ASSIGNMENT OF USE OF THE COLIVING BUILDING OF HUB CRIATIVO DO BEATO

STATEMENT OF REASONS

A AIEL – Associação para a Inovação e Empreendedorismo de Lisboa (“Startup Lisboa”) is entrusted with the management of the Hub Criativo do Beato Project (“HCB”), with its main purpose being for it to become a centre of entrepreneurship in Portugal.  


Pursuant with the project’s four strategic axes, HCB seeks to be the place for all entities and activities in line with the latest, most innovative, and distinguished concepts, at a nation and worldwide level, particularly in the cultural and technological areas:

  • Entrepreneurship – Incubators, Accelerators, Coworks, Coliving, Fab Labs and Investors;

  • Creative Industries - Cinema, Audiovisual, Multimedia, Urban Art, Fashion, Music, Design, Marketing and Advertisement;

  • Innovation & Knowledge – Investigation and Development (I&D), Open Innovation Areas and Competency Centres;

  • Startups, Scaleups & Global Companies – Capture national and international startups in the process of expansion, attract companies of reference in innovation and technology;

As such, the Lisbon Municipality intends to assign the use of Building 5 designated as “Edifício do Relógio/Convento” (“Building”), to a single operator, to establish, manage and operate the Coliving Building of HCB.

In accordance with the terms set out in the Tender Specifications, the selected operator shall be responsible for the conception, establishment, and management of the Coliving Building of HCB.

Startup Lisboa and the Lisbon Municipality enjoy broad discretion and autonomy in the selection of the tender, whereas regarding to the management and maintenance of HCB contracts are not subject to public procurement rules. Nevertheless, on a voluntary basis, Startup Lisboa has decided to launch an open selection procedure, available for all interested parties in tendering for the conception, establishment and management of the Coliving Building of HCB, with it not being subject to the Portuguese Public Procurement Code.

This procedure is therefore announced, considering the reasons given above and under terms provided below.

1. SCOPE

As set out in the Tender Specifications (“Specifications”) for the Assignment of Use of the Coliving Building of HCB, the scope of this procedure is to award a tender aimed to conclude the Assignment of Use Agreement of the Building.

2. CONTRACTING AUTHORITY

The contracting authority is the Lisbon Municipality.

In accordance with this call for tenders and the Specifications, Startup Lisboa shall proceed with the selection of the operator to be entrusted with management of the Coliving Building of HCB.

3. GENERAL PRINCIPLES

Tender selection shall be subject to the following general principles:

3.1. Principle of Transparency
Tender selection shall respect the Principle of Transparency, aimed to ensure that all procedure phases and all decisions are disclosed and properly advertised.

3.2. Principle of Competition
Tender selection shall respect the Principle of Competition, aimed to ensure that all tenderers have an equal access to the procedure, therefore promoting a wider participation and avoiding exclusions for merely formal reasons.

3.3. Principle of Equal Treatment and Non-discrimination
Tender selection shall respect the Principle of Equal Treatment and Non-discrimination; therefore, it is strictly forbidden to exclude or create any disadvantage for political, nationality, gender, religious reasons or any other kind of discrimination, safeguarding equal opportunities to all interested parties.

3.4. Principle of Impartiality
Tender selection shall respect the principle of impartiality, meaning that upon the selection decision to assign the use of the Building, only the pre-defined eligibility and selection criteria shall be considered. Candidates shall have an exempt and equidistant treatment and all elements of the tenders shall be weighted and assessed.

3.5. The Principle of Environmental Sustainability
Tender selection shall respect the Principle of Environmental Sustainability, meaning that tenders that lead to a sustainable development shall be valued by Startup Lisboa on the selection procedure.

4. TO WHOM IS THIS PROCEDURE INTENDED TO?

Based on the criteria laid down in the Specifications, this procedure is intended for businesses and corporations or other legal persons, national or foreign, with financial dimension and capacity to establish and manage the Coliving Building of HCB.

5. TENDER PRESENTATION

5.1. Expression of Interest
For those interested in tendering it is mandatory to previously fill out the Declaration of Expression of Interest, as attached and set out on the Specifications, until June, 30th 2019, sending it to: coliving.hcb@startuplisboa.com

5.2. Tender submission
Based on the terms referred to in the Specifications, tenders and its regarding documents, shall be submitted by e-mail to: coliving.hcb@startuplisboa.com

5.3. Deadline
Tenders shall be submitted until 18 P.M., September 8th 2019.

If need be and at any moment in time, Startup Lisboa reserves the right to extend the deadline, and should for that purpose to communicate it to all interested parties.

6. SELECTION PROCEDURE

Tenders shall be selected according with the criteria referred to on the Specifications.

7. ASSIGNMENT OF USE

The award of the Building’s Assignment of Use is due to be executed by a written Assignment of Use Agreement to be entered between the selected tender and the Lisbon Municipality.

8. AVAILABLE DOCUMENTS AND INFORMATION

To those whom express their interest, as stated in point 5.1 Startup Lisboa shall provide the following documents and information:

(a) Annexes to the Tender Specifications (available in Portuguese);

(b) HCB’s Master Plan (available in Portuguese);

(c) Architectural and technical survey of Building 5 (available in Portuguese);

(d) Terms of reference for the energy and environmental performance of the Building (available in Portuguese);

(e) Terms of reference for the Project of Building 5 (available in Portuguese);

If requested by the interested parties and with prior appointment, Startup Lisboa shall provide a visit to the site on the 24th and 25th of June. Interested parties must communicate their interest to the visit until the June, 18th coliving.hcb@startuplisboa.com

9. LISBON MUNICIPALITY RULE

The Lisbon Municipality reserves itself the right to not assign the use of the Building to any of those potentially interested.

10. TRANSLATION AND INTERPRETATION

This call for tenders is written both in Portuguese and English. In case of doubt the Portuguese, version shall prevail.
